Many Chinese pharmaceutical manufacturers aimed toparticipate in the global procurement. However, to enter the list of medicine suppliers of international organizations, Chinese pharmaceutical manufacturers have tobe pre-qualified by WHO, as medicines werespecial goods. During the pre-qualification process, manufacturers and their medicines wouldbe strictly reviewed by the Quality Assurance and Safety of Medicines (QSM), a branch of the Department of Essential Medicines and Pharmaceutical Policies in WHO. Once manufacturers passed the pre-qualification, they couldparticipate in medicine biddings held by international intermediaries. In addition, it was easy for the manufacturers to register medicines in western countries, and obtain assistance from WHO experts and advisers.
